With a population of 5,000, the Cree Nation of Chisasibi has recently experienced a period of rapid growth. The demand for services, housing, and infrastructure in the community has also increased. To better manage this rapid development, the Nation mandated BC2 to develop a comprehensive community plan. The Nation wanted to develop an innovative tool to support the sustainable management of its territory.
The plan helps to guide the development of infrastructure, economic, and educational services. It also promotes community self-reliance, social development and encourages the preservation and promotion of its culture and traditions. It outlines ways to implement these areas through community policies and programs.
Based on the issues observed, a proposal for the development of the southern extension of the community was put forward, with a 20-year time horizon. It accompanies the community plan and includes development and phasing plans to structure funding and long-term projects. The proposal addresses housing, institutional, commercial, and industrial needs. Particular attention has been paid to creating continuity with the existing urban design of the community.
As part of the mandate, Geographic Information System (GIS) technology was used to make the documents produced easily accessible online. In addition to being available in printed form, the community plan was produced as a mobile application. This transformed the information sharing processes within the community by allowing residents to access their community planning information at any time.
The overall community plan and the development proposal serve as tools to accompany the Nation Council and the community in identifying and disseminating its needs.
