Saint-Hyacinthe is changing fast. In just a few years, the city’s population and economic growth have put pressure on its infrastructure, planning tools, and key sectors, including downtown and underused land. Rather than absorb that pressure passively, the City turned it into the driver of a structuring reflection on its future through 2035.
We supported the City in developing its Urban Plan and regulatory framework, bringing elected officials and technical teams together around a shared understanding of social, economic, and environmental challenges. A public participation process also engaged citizens and stakeholders in building a shared vision for the territory.
Housing sits at the heart of the Plan. By densifying downtown, encouraging mixed-use development, and targeting 6,000 new homes, 10% of which will be affordable, social, and family housing, Saint-Hyacinthe gives itself the means to house more people, house them better, and stop spreading further into its territory. This densification comes with a vision for complete neighbourhoods: local services, active and collective mobility, and spaces accessible to every generation. Quality of life improves as the housing supply diversifies.
This residential transformation rests on a stronger local economy. The Plan consolidates Saint-Hyacinthe’s role as a major agri-food hub, supports downtown revitalization, and gives businesses and decision-makers a clear framework for investing and creating lasting jobs.
Environmental resilience runs through the entire Plan: protecting natural areas, limiting urban sprawl, adapting to heat islands, and managing stormwater sustainably. The Plan also frames greening efforts and the use of low-impact materials in construction and renovation.
Saint-Hyacinthe now has an Urban Plan that’s more than a regulatory document: a mobilizing project, grounded in the realities of its territory and directed towards the future of the communities that bring it to life.
