Located in the heart of the Pierrefonds-Roxboro borough, the Saint-Jean block district brings together several important municipal facilities, including the borough hall, library, and cultural centre. Its strategic location serves residents of both the eastern and western areas of the borough. An aquatic and recreational complex project, complemented by a public plaza, was envisioned to transform this area into a true “identity core.” However, realizing this vision required redesignation of the current development, to improve the area’s attractiveness and create a human-scale urban environment, while enhancing its natural assets.
The development guidelines aim to realize the strategic vision for Pierrefonds-Roxboro’s identity core and provide it with an innovative and inspiring planning tool. Rooted in the major directions of the 2030 Montreal strategic plan and in the ecological transition principles of the City of Montreal’s Climate Plan 2020–2030, it guides the area’s development according to sustainable development best practices, in response to population growth and evolving community needs.
The guidelines developed by BC2 establish parameters for sustainable mobility networks, public spaces, greening, street furniture, and built form. They also propose actions aimed at reducing heat islands and improving stormwater management.
